- "The Governor's Office of Human Resources was established by Gov. Michael Dukakis in 1983 to act as a liaison between the governor and human service agencies in Massachusetts in the public and private sectors. A Governor's Commission on Child Support was established by the governor in 1984 pursuant to a federal statute (PL 98-378) that required states to develop guidelines for setting amounts of child support and ensuring its delivery; the commission's work resulted in passage of the Child Welfare Reform Act (St 1986, c 310). While administered largely through the Governor's Office of Human Resources, the commission included representatives of all constituencies interested in child support enforcement process. Series was created by the office to carry out the federal mandate."
