In Italy between the wars a dedicated man named Cesare Mori is appointed commissioner of Sicily by Mussolini's reigning Fascist government. The new commissioner is disgusted by the violence and lawnessness rife in Palermo, and he begins a radical campaign to rid the region of both the Mafia and the prevailingly corrupt aristocracy. His toughest adversaries however remain the even more sinister forces which operate in the city's upper echelons of power.
