This report examines the benefits and costs of the early learning and care system proposed by the Pascal report on early learning and care for Ontario. The short and long-term economic benefits are calculated for the Ontario economy from the operation of the proposed early learning and care system. It is found that the early learning and care system boosts the economy by $2.00 per dollar of expenditure in the short run. In the long run, the benefit to cost ratio estimated to be 2.4 to one.
