The Task Force on National Security in the Information Age recommends that the new Department of Homeland Security be the hub for decisions about the information collection and analysis needed to protect Americans from attacks at home. The DHS must empower nationally coordinated local efforts to provide a networked, decentralized information system. The Department of Justice and the FBI should be the lead agencies for law enforcement, but the DHS should be the lead agency for shaping domestic intelligence products to inform policymakers. The president is accountable for creating guidelines for agencies to provide a balance between developing domestic intelligence and preserving civil liberties.
