A jurisdictional review of drinking water practices 2009 final report

Ontario has a policy and program framework in place for the management of Ontario's drinking water that responds to the recommendations of the Report of the Walkerton Inquiry by Commissioner Dennis O'Connor. As such, the Ontario Government has taken specific legislative and governance initiatives with respect to ensuring high quality drinking water, known as the drinking water safety net. Through these initiatives, Ontario implements a suite of drinking water protection programs and activities that are leading in Canada. As described further in this report, the safety net comprises eight elements that are: preventive rather than reactive; adopt risk prioritization approaches; and, take a multi-barrier approach to drinking water protection. This report provides a review and assessment of Ontario's drinking water management practices based on a set of performance-based metrics. The Ontario assessment is compared with the practices of four other jurisdictions which are profiled using the same performance metrics. The report also highlights areas of jurisdictional practices which may be of potential interest to Ontario in its pursuit of continuous improvement. This report is intended for Ministry staff and assumes an audience familiar with drinking water issues and systems. The Fact Sheets (provided in Appendix A) outlining the practices of the selected jurisdictions are intended to provide a basis for more general communications materials from this 2009 Report.
