In March 2004, Dept. of Fisheries and Oceans (DFO) Science and Fisheries Management Sectors convened in Moncton, New Brunswick to explore the requirements of science advice under Sections 73 & 74 of the Species at Risk Act (SARA), which was proclaimed in June 2003. SARA Sections 73 and 74 allow for the issuance of a permit or agreement authorizing a person to contravene the prohibitions in SARA against killing, harming, harassing, capturing, or taking a species legally listed as extirpated, endangered, or threatened. This can be done so long as certain conditions are first met. This meeting articulated the science advice that would be needed to determine whether the necessary conditions have been met prior to the issuance of a permit or agreement. Through case studies and discussions, the meeting was able to produce a framework for science advice, as well as technical guidelines. The proceedings presented in this document summarise the main discussion points, recommendations, and conclusions of the meeting.--Document.
