They discuss the various factors and variables that influence a nation's defence spending, showing that since different nations do not face the same threats they differ in their willingness and ability to pay for protection. Some prefer independence of neutrality, while others have joined military alliances, some possess nuclear weapons, while others rely on all-volunteer forces."
