McKinley to be the 7th Librarian of Congress in 1897. Mearns refers to him as the "great beginner" since he was the first to create a staff of specialists and separate divisions including the Division of the Blind. His wife even organized a reading hour for the blind. He was librarian for only eighteen months when he suddenly died."
