  • "This book examines the emergence of the modern system of international relations in the seventeenth and eighteenth centuries: the period from the end of the Thirty Years War in 1648 to the end of the Napoleonic Wars in 1815, sometimes known as the age of "Europe's classical balance of power." The study adopts a new approach to this theme which distinguishes it from other books about that age. In place of the chronological method adopted in the many diplomatic histories of the period, it employs a thematic and analytical approach, considering in turn the structure of the states, their foreign policy goals, their economic objectives, the international institutions they established and the conventions of international behaviour they recognised. The book is especially concerned to examine the prevailing ideas and beliefs which affected the conduct of international relations during the period: for example those concerning sovereignty, status, succession, raison d'etat, trade, colonies, the legitimacy of war, as well as the ideas that were held about the balance of power itself. On this basis Evan Luard considers how far the pattern of relations which resulted deserves to be described, as it frequently was at the time, as an international "system." This book thus offers a new insight into relations among states during this period. The book will be of special importance for students of international relations, but its novel approach should make it of interest also to students of history and to all who have an interest in this period."
