The theory and practice of local governance and economic development

Partnership is a necessary policy tool in a fragmented institutional landscape in which globalisation is placing increasing pressure on national and local economies. And yet, it has no obvious place in public policy frameworks. There is no common understanding of what partnership can or should do in the process of designing and implementing policy.
