Examines the ways by which the Welfare Assistance program can adequately meet the needs of the persons it is intended to serve, and analyzes the circumstances of persons receiving assistance to ensure the benefits and services are appropriately structured to meet both immediate need, and potential for self-sufficiency. In addition, the review examines the adequacy of welfare assistance benefits in relation to benefits provided recipients in other provinces/territories, and in relation to local costs. It also identifies existing policy or program features that encourage welfare assistance dependency and recommends changes that will encourage recipients to explore alternatives to welfare assistance. Finally, it examines the housing problems confronting recipients and makes suggestions to improve the quality of housing in relation to cost.
