Kulturmanagement als Organisation von Kultur kann als Strategie verstanden werden, mit der in der Kultur politisch SparmaBnah men begriindet und vollzogen werden. Modernes Management impliziert eine Steuerungsform, die, im Gegensatz zur Biirokratie, nicht im Medium von Macht, sondern im Medium von Geld, Zahlungen, bzw. Zahlen steuert. Ein fur traditionelle Kulturpolitik hochst befremdlicher Vorgang. 1m Unterschied zu dem von Max Weber typisierten Biirokraten unterscheidet sich der Manager dadurch, daB er - auf der Basis von Zahlungen und Zahlen - seine Umwelt beobachtet, w?hrend der Biirokrat sich seiner Umwelt gegeniiber professionell "blind" verh?lt. Der Manager geht mit Zahlungen und Zahlen rational um: 1m Gegensatz zum Biirokraten nicht zentralistisch und auf Machtballung ausge richtet, sondern auf die Struktur des Marktes, mit dessen vielen auf Zahlungs fahigkeit hin verantwortlichen Akteuren. Der Umgang mit Zahlen beinhaltet potentiell eine "neue" Sensibilit?t und Wahrnehmung fur kulturelle M?rkte, d. h. fur kulturelle Nachfragen, Bedarfe und Bediirfnisse. Kultur wird nach diesem Verst?ndnis nicht als "monolithischer Palast" verstanden, sondern als Gefuge von Projekten und "Zelten", die beweglich konstruiert sind. So geht es der Strategie des "Lean-Managements" nicht darum, Kultur zu "verdiinnen" , sondern beweglicher zu gestalten. Die Beweglichkeit von Dezentralisierung und offener Vernetzung kultureller "Eigenbetriebe" belegen ~eispiele aus der Praxis (z. B. Dortmund, Bielefeld u. a. )."
