This Manual has been designed to provide step-by-step guidelines for conducting an evaluation of a structured training sequence. The assessment design to be presented involves essentially: the testing of a group of trainees before and after a sequence of instruction by administration of the same set of objective-form items under structured testing conditions; and the application of a series of statistical procedures to the resultant scores and individual item responses to determine the magnitude, direction and level of Test to Retest changes in cognitive (subject matter) competence. As will be stressed repeatedly throughout the Manual, the quantitative analysis of the testing data can provide both a measure of trainee achievement and an assessment of training effectiveness, by estimating how much of the increase in levels of subject competence displayed by the trainees at the end of the course can be attributed to the training experience.
