"Title III of the Goldwater-Nichols Department of Defense Reorganization Act of 1986 directs the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and the Secretaries of the military departments to conduct separate studies ("reassessments") of the defense agencies and Department of Defense field activities. This Note, prepared at the request of the Army Reorganization Commission, examines the terms and the legislative background of the study requirement.
