Where do we go from here? : the FCC auctions and the future of radio spectrum management

Argues that introducing marketlike incentives into federal spectrum management is likely to improve the efficiency with which those bands are used, and suggests approaches that allow both the incumbent federal users and potential private users to share in the gains from using the spectrum more efficiently, thereby giving the private sector incentives to generate information about which federal bands could be more valuable in other uses.
