En reprendre el rumb a Betazed, l'astronau torna a sofrir una distracció: Picard rep un missatge de l'almirall Janeway. Els Romulans, vells enemics de la Federació, han viscut un canvi de règim polític i el seu nou líder, el Praetor, vol discutir un tractat de pau amb la Federació. L'Enterprise és la nau més propera en aquell moment a la Zona Neutral. Així que és missió de Picard i la seva tripulació respondre a la crida ... i determinar si l'oferta del Praetor és sincera."
