The Duke of York's governor in New Jersey, Richard Nicholls, awarded land grants to settlers who had petitioned for townships not knowing that the Duke had already bestowed New Jersey upon two court favorites, Berkeley and Carteret. When the proprietors demanded that settlers pay quit-rents for the lands they held, the settlers refused to pay.
