Entering the 21st century

"The World Development Report 2005: A Better Investment Climate for Everyone argues that improving the investment climates of their societies should be a top priority for governments. This book draws on surveys of nearly 30,000 firms in 53 developing countries, country case studies, and other new research. The Report contains selected data from the World Bank's new program of Investment Climate Surveys, the Bank's Doing Business Project, and the World Development Indicators 2004, which is an appendix of economic and social data for over 200 countries. The World Development Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development."--Jacket.

  • "The report states that localization -- the growing economic and political power of cities, provinces, and other sub-national entities -- will be one of the most important new trends in the 21st century. Together with accelerating globalization of the world economy, localization could revolutionize prospects for human development or it could lead to chaos and increased human suffering, the report says. According to the WDR 1999/2000, improved communications, transportation and falling trade barriers are not only making the world smaller they are also fueling the desire and providing the means for local communities to shape their own future. Faced with popular demands for greater self-determination, national governments from Africa to Latin America, and from Europe to South East Asia are devolving power to the local level with mixed results."@en
  • ""This report, the twenty-second in the annual series, addresses the changing development landscape of the early 21st century, particularly the broad pragmatism that moves beyond economic growth to encompass important social goals--reduced poverty, improved quality of life, enhanced opportunities for better education and health, and more. Experience teaches that sustainable progress towards these goals requires integrated implementation and that progress must be firmly anchored in processes that are open, participatory, and inclusive. The report focuses on two clusters of change--globalization and localization--recognizing them as forces that bring new opportunities but also raise new or greater challenges in terms of economic and political instability. Containing this instability and providing an environment that will help implement a development agenda will be major institutional challenges. The discussion focuses on three main aspects of globalization: trade in goods and services, international flows of capital, and global environmental issues. The examination then shifts to three aspects of localization: the decentralization of political power to subnational levels of government, the movement of population and of economic energy toward urban areas, and the provision of essential public services in growing cities. To discuss the appropriate institutional response, the report draws on an array of national examples and cross-country empirical evidence."--World Bank summary."@en
